B2 CONCORD MONITOR Monday, November 9, 1998 Massachusetts Fatal crash may test teen driving law ASHBY, Mass. A car driven by a 16-year-old driver returning from an off-season hockey game went out of control and crashed on an unlit rural road here, killing an 18- year-old passenger. But police are looking at Friday's fatal crash as more than just a tragic accident. It is, they say, a potential test of a new state law cracking down on young, inexperienced drivers. The law, which took effect Wednesday, stiffens penalties against teenagers for a number of infractions, including speeding.

Killed in the crash was Brian C. Kane, who died at the scene. The boy behind the wheel had gotten his license only nine days before the accident on Route 119. Police say the young driver could face several charges, including speeding and passing in a nopassing zone. He was treated and released Saturday from the University of Massachusetts Medical Center in Worcester, The Sun of Lowell reported.

It also prohibits teens from driving their under-18 friends without a licensed I driver over 21 in the car in their first six months after get ting a junior operator's license. Of all teens killed in accidents, two-thirds were in a car driven by a peer, according to the American Automobile Association of Southern New England. Medical costs in the state are poised to jump as the state's two biggest health insurers are seeking average rate increases of between 10 and 15 percent for most of their customers. Harold Ulysses Grant 68, of Curtice Avenue died yesterday at the Hospice House after a long illness. He was born on Nov. 22, 1929 in Marion, Ind. He served in the Navy and later managed a Sheraton motel in Chicago. He moved to the Concord area 25 years ago.
